WHO Faces Major Workforce Cuts Following US Financial Pullout

This global public health agency has announced plans to reduce its workforce by almost a fourth – amounting to more than 2,000 positions – before the middle of 2026.

Financial Crisis Triggers Major Restructuring

The move follows following the United States, formerly the organization's biggest donor, pulled out funding earlier this period.

The US government was responsible for approximately eighteen percent of the organization's overall budget, causing a substantial budgetary gap.

Projected Workforce Cuts

According to internal projections, the staff will decrease from 9,401 posts in early 2025 to approximately seven thousand and thirty by mid-2026.

This decrease of 2,371 posts includes staff reductions, retirements, and regular departures.

"The past year has been one of the most difficult in WHO's history, while we have navigated a painful but essential journey of prioritization and realignment," stated the organization's leader.

Budget Shortfall Persists

The Switzerland-headquartered organization now confronts a funding gap of $1.06bn for the 2026-2027 period, amounting to almost a fourth of its total budget.

This amount represents an improvement from a prior estimated gap of $1.7bn noted in spring.

Not Included Finances

The financial calculations exclude an additional $1.1bn in expected contributions from ongoing negotiations with various contributors.

A representative for the agency stated that the present unfunded portion of the budget is in fact smaller than in earlier periods, attributing this to multiple factors:

  • Reduced total budget size
  • The launch of a fresh donor outreach effort
  • Higher in participating countries' mandatory contributions

This restructuring process is currently approaching its end, allowing the organization to progress with a renewed operational model.
